The AFRL Foundational Technologies Directorate (RE) seeks to hire a motivated and experienced senior-level Organizational Health and Development (OHD) Officer. This position will be filled at the DO/DR-03 (GS-14 equivalent) level and is located at Wright-Patterson AFB, OH or Arlington, VA. The position location will be determined upon selection.
Position duties include, but are not limited to:
- Manage new organization culture and values development.
- Oversees workflow, strategy, and governance development.
- Suggests improvements to recruiting, hiring, and retention messaging, processes, and competencies, in coordination with Human Resources professionals.
- Suggests improvements to on-boarding and cross-organizational interaction and awareness.
- Supports geographically separated workforce management.
- Support leadership development, change management, and organizational outcome management.
- Support matrixed workforce with leadership and external influence skills.
- Serves as an expert for RE-wide human capital efforts for culture & organizational health.
- Builds & leads teams to conduct comprehensive, authoritative, & responsive studies & analysis affecting the human capital lifecycle, culture, & organizational health.
- Encourages a positive working environment that engages & excites a diverse, world-class workforce.
- Maintains awareness of the current state of the field & advises leadership on relevant developments, processes, & tools.
- Leads change management efforts in support of an agile workforce.
- Actively supports the AFRL Chief of Organizational Research, Health & Development in implementing enterprise initiatives within RE.
- Serves as a consultant to the RE Director, leadership team, and workforce applying the steps outlined in ODN’s Organizational Development Framework.
- Ensures the RE Personnel Board and workforce are aware of AFRL developmental opportunities (AFRL’s Supervisory Acculturation Program/ASAP; AFRL’s Advanced Development Program for Success/ADPS; DAF & AFRL Coaching; AFRL’s S&T Mentoring Program).
- Provides organizational data analytics that inform the delivery of targeted solutions to workplace challenges.

- Partners with RE leaders at all levels to amplify existing strengths and bridge performance gaps.
- Understands AFRL and RE strategic priorities in order to instructionally design well aligned unit developmental opportunities.
- Required Qualifications:
- United States Citizenship.
- Ability to obtain and maintain valid security clearance.
- This is an interdisciplinary position. Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled. - Applicants must have at least one (1) year of specialized experience at the next lower grade level. Specialized experience is experience as a practitioner in Organizational Health, Development, or related fields.
