Position duties include, but are not limited to:
Provides legal guidance to AFRL attorneys, Commander, Executive Director, Vice Commander, senior HQs staff, and Directorates, including the recognition of legal issues affecting the operations of AFRL. Investigates and analyzes factual situations, identifies legal issues, conducts legal research and determines compliance with legal, procedural and regulatory requirements to provide legal advice to AFRL clients. Advises clients and responds to inquiries in person and through written reviews and correspondence. Independently responsible for the development, drafting, negotiating of, as well as, reviews and advises AFRL clients on a wide variety of legal instruments and supporting documents.
Advises on agreement strategies & processes to ensure compliance with applicable laws, regulations, policies & procedures.
- Provides advice on intellectual property and technology transfer matters to senior management and other AFRL clients.
- Reviews and advises on ethics issues as assigned by the AFRL Chief Counsel. Represents AFRL/JA in meetings, boards and committees as assigned by the AFRL Chief Counsel.
- Advises and assists with litigation processes including discovery requests, litigation documents and litigation holds. Corresponds with opposing and outside counsel.
- Advises and assists with the release and protection of information including Congressional inquiry responses, Freedom of Information Act releases and the application of the Privacy Act.
- Advises on a wide variety of internal investigations as they arise. Independently, or with minimal oversight, reviews complex documents, forms ana provisions affecting research and technological undertakings.
- Represents AFRL in resolution and negotiation of legal problems with corporate or retained counsel of large industrial companies.
- Identifies and proposes need for legislative, regulatory or policy change to AFRL mission.
- Communicates with legal offices supporting AFRL locations. In the event of the absence of the Chief Counsel and the Deputy, acts on behalf of AFRL/JA.
Required Qualifications
- US Citizenship.
- Must have at least one year of specialized experience at the next lowest grade level or equivalent grade of the position being advertised.
- Ability to obtain and maintain the appropriate security clearance.
- Males must be registered for Selective Service, see www.sss.gov.
- Selectee will be required to file an OGE Form 450, Confidential Disclosure Report, upon appointment and will be required to file annually.
- Required to maintain bar license and continuing legal education (CLE) currency as established by the incumbent's bar, as well as timely reviews and certifications of professional conduct standards as required by The Judge Advocate General.

- Proven skill at communicating effectively, both orally and in writing.
- Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.
- Proven skill in using negotiation techniques to protect the Government's position.
- Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services.
- Ability to conduct oneself in accordance with generally accepted standards of professional demeanor.
