Position duties include, but are not limited to:

  • Provides subject matter expertise, policy guidance, and regulatory interpretation to AFRL organizations and their contractors, regarding spectrum management, equipment certification and frequency issues, enabling the safe, effective, and spectrum-compliant execution of a $5B AFRL research portfolio.
  • Independently analyzes spectrum utilization in pursuit of developing better policies and procedures for the protection of the radio frequency (RF) spectrum use for AFRL programs.
  • Compiles, coordinates, and champions spectrum requirements for telecommunication programs and special projects.
  • Leads the preparation and review of Applications for Equipment Certification using current and required National Level software systems.

Required Qualifications

  • United States Citizenship.
  • Must have at least one year of specialized experience at the next lowest grade level or equivalent grade level of the position being advertised.
  • Ability to obtain and maintain the appropriate security clearance.
  • Males must be registered for Selective Service, see www.sss.gov.

Desired Qualifications

  • Familiarity with NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management.
  • Familiarity with the coordination of frequency usage with the MAJCOM and DoD Test and Training Ranges, specifically allocation of frequencies, assignment of frequencies, efficient use of the radio frequency spectrum, and the reduction of radio frequency interference (RFI).
  • Familiarity with radio frequency (RF) management & RF equipment certification.
  • Previous experience required in Radio Frequency Authorization (RFA) requests using Spectrum 21 (SXXI) software tools, AND Previous experience in requesting equipment certification from the NTIA/SPS using EL-CID (Equipment Location-Certification and Information Database) and Stepstone online software tools.
