The Air Force Research Laboratory’s Technology Transition Office (TTO) seeks to hire an outstanding operational leader in the role of Strategic Operations Officer. This position will be filled at the grade of DO-03 (GS-14 or equivalent) and is located at Wright-Patterson Air Force Base in Dayton, Ohio.

The Strategic Operations Officer is a critical role located in the Enterprise Integration Division within the TTO. This role is designed for a strategy to task-minded, highly organized professional capable of building, refining, and sustaining the operational framework for a complex, fast-paced division.

The TTO is seeking a motivated leader to manage the division's daily battle rhythm, organize high-visibility events, and serve as a key bridge to external partners. The ideal candidate possesses a strong execution-oriented mindset, exceptional communication skills, and the ability to seamlessly coordinate with external stakeholders in the DAF and across the DoW.

Major duties include, but are not limited to:

  • Establish, mature, and maintain standard operating procedures (SOPs) and operational workflows to optimize division performance and efficiency.
  • Lead, coordinate, and drive the division’s long-term strategic planning cycles and alignment activities.
  • Plan, coordinate, and execute critical strategic events, including high-level leadership offsites, SL visits, industry days, and inter-agency working groups.
  • Serve as the primary operational liaison and foster collaborative relationships with external AFRL partners and key DAF customers.
  • Collaborate with internal cross-functional teams to integrate strategic priorities into actionable divisional workflows.
  • Prepare, synthesize, and deliver high-impact executive-level reports, briefing materials, and presentations for TTO and DAF senior leadership.
  • Build a culture of operational excellence, transparency, and continuous improvement across the division.

Required Qualifications

  • US Citizenship.
  • Ability to obtain and maintain a Top Secret/SCI Security clearance.
  • This is a drug testing designated position. The incumbent will be subject to random drug testing.
  • At least one (1) year of specialized experience at the next lower grade (DO-02/GS-12/13 or equivalent). Specialized experience includes leading organizational operations, strategic planning, and cross-functional initiatives; establishing and improving SOPs and operational workflows; coordinating high-level strategic events; and fostering collaborative relationships with senior leaders, external partners, and key stakeholders.
  • Demonstrated experience establishing organizational processes, managing workflows, and coordinating complex operational rhythms.

Desired Qualifications

  • Bachelor's degree in any major, specifically Business Administration, Management, Operations Research, or an appropriate related field.
  • Demonstrated success leading cross-functional teams, driving operational alignment, or managing enterprise-level initiatives.
  • Excellent written and oral communication skills with experience presenting complex operational planning information clearly and concisely to senior executives.
  • Proven track record of planning and executing high-visibility events, VIP visits, or inter-agency workshops.
  • Strong stakeholder management skills, with practical experience facilitating collaboration among diverse organizations (e.g., MAJCOMs, OSW, or industry partners).
  • Familiarity with Department of the Air Force (DAF) or Air Force Research Laboratory (AFRL) operational systems, structures, and coordination processes.
